DESCRIPTION	
	Shortly after take off for an interfacility transfer, smoke emitted
	from the cockpit/cabin ECS ports.  ECS was shut off.  No.1 engine
	then failed.  Emergency was declared with ATC and the aircraft made a
	single engine landing at Erie International Airport.
